Creates a new holiday calendar based on the supplied model.
When 'WeekEndP' is omitted (or sent as None), the calendar is created
with the product default weekend (Saturday and Sunday), matching the
portal's new-calendar behaviour. A weekend of None is not a supported
configuration - it would make every day a business day for every
schedule using the calendar.
