Append Bank Holidays

Appends new bank holidays to a calendar. Existing bank holidays
for the calendar are left untouched.
Bank holidays are date-only: any time component supplied on
SkySparc.Web.Backend.API.Models.WebAccess.BankHolidayModel.Date is truncated to midnight before
the holiday is stored.
